Call & Event Rating
Flexibility in Call (or increasingly) transaction rating is a fundamental prerequisite for success in the delivery of telecoms and internet services. However as services and product offers move to a more content-based focus, it is clearly imperative that any system be designed with the flexibility to accommodate new and unforeseen services and associated billing models.

TeleCARE provides this capability through a rules-based approach to transaction rating where each call / transaction / purchase etc is viewed as a transaction and can be flexibly rated by defining rules that apply to that particular transaction type. Therefore where a new service is defined and deployed the service provider does not need to wait a billing system release.

TeleCARE Rating :

   • Defines revenue-generating event pricing parameters (e.g. flat rate criteria, destination bands, time of day, holiday, setup charges etc.)
   • Parses, validates and prices revenue-generating events (e.g. fixed line calls, mobile calls) according to pre-defined rating tables
   • Permits user adjustments of priced revenue-generating events
   • Allows for innovative discounting and re-rating

This extremely flexible capability is achieved via a rules-based approach which enables Rating & Billng Schemes to be configured based on any combination of parameters, e.g. Rating & Billing Schemes can be expressed as:
   • Initial 'x' per second rate for the first n seconds of calltime followed by a rate of 'y' per second (case of Tapered Rates Per Call - see below)
   • Fixed charge per call
   • Minimum charge per call
   • Charge per One-time access fees
   • Recurring subscriptions
   • QoS (Quality of Service - based billing) for IP Services
   • Charge per page access (for content - based services)
   • Charge per Mbytes (or Gigabytes) download (or upload)
   • Charge per item (e.g. song / game / consumable)

Other possibilities could include:
   • QoS (Quality of Service - based billing) for IP Services

   • IP Rating scheme for FTP sessions based on service quality

   • Tiered Rates per Call

   • Tapered Rates Per Call

   • Tapered Rates Per Volume

The schemes described above are simply examples. Any scheme can be generated using the TeleCARE flexible rules-based rating engine.
